On July 2, 2025, the Government of Canada announced new special measures to support individuals affected by wildfires. These measures are part of Canada’s broader effort to respond to the growing threat of natural disasters caused by climate change, in order to protect the safety and well-being of people living across the country.
The Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced special measures to help people and communities affected by wildfires.
Support for Canadian Citizens and Permanent Residents
Canadian citizens and permanent residents who have lost access to essential documents—such as passports, citizenship certificates, or permanent resident cards—due to wildfires are eligible to receive free replacements. If replacement fees were paid on or after April 1, 2025, a refund can be requested.
Support for Temporary Residents
International students, foreign workers, and other temporary residents directly affected by wildfires may also receive support. Applications to extend or restore their immigration status—including renewing study permits or work permits—will be processed free of charge.
Typically, a restoration application must be submitted within 90 days of status expiry. However, under these special temporary measures, affected individuals may be granted an extension of the restoration period, depending on when their status expired:

To be eligible for fee-exempt restoration or extension, applicants must have valid temporary resident status at the time of application.
Fee Exemptions for Foreign Emergency Personnel
As of June 11, 2025, biometric and application fees are also being waived for foreign emergency personnel entering Canada to assist in wildfire response efforts.
Effective Period of Special Measures
These special measures will remain in effect until November 30, 2025, giving affected individuals and families time to gather necessary documentation and focus on recovery.
