What is Employer Job Offer: In-Demand Skills Stream
This stream provides an opportunity for foreign workers who have received a job offer in high-demand occupations, such as agriculture, construction, and other selected professions, to apply for permanent residence and work in Ontario.
Eligible Occupations
The eligible occupations for the Employer Job Offer: In-Demand Skills Stream are listed below. Additionally, the Ontario Ministry of Labour, Immigration, Training and Skills Development updated the list of eligible occupations on July 1, 2024, adding the following positions. Applicants who submitted their applications before July 1, 2024, are not affected.

Employer Job Offer: International Student Stream Eligibility (Applicant Side)
Educational Background
- A minimum high school diploma is required.
- If you completed your studies outside Canada, you must submit an Educational Credential Assessment (ECA) report as specified by Immigration, Refugees and Citizenship Canada.
Job Offer
- Full-time means the job must be a minimum of 1,560 hours a year and a minimum of 30 hours of paid work per week.
- The pay of the job offered must meet or be higher than the median wage level, for that occupation, in the specific region of Ontario where you will be working.
- The position offered must be urgently necessary to your employer’s business.
- If your job offer is for an occupation that requires a mandatory licence or other authorization in Ontario, you must hold a valid licence or authorization from the appropriate regulatory body in Ontario when you apply.
- You must have at least 9 months of cumulative paid full-time work experience (or the equivalent in part-time work) in Ontario, in the same in-demand occupation (same NOC code) as your job offer.
- The offered position must match the skill level of the job classification under the National Occupational Classification (NOC) list.
- The position offered must be in one of the following occupations in National Occupational Classification (NOC) TEER category 4 or 5.

The skill levels are defined within Canada’s National Occupational Classification (NOC) as follows:
Skill Level 4 | Typically, occupations that require a high school diploma or a few weeks of on‐the‐job training. |

You must achieve at least CLB 4 on an approved English or French language test taken within the past two years.

Working in Ontario
Neither you nor your family members may hold more than 10% of the employer’s shares.
Residency History
If you are residing in Canada at the time of application, you must have legal status. This requirement does not apply to applicants from outside Canada.
Intention to Reside
After obtaining permanent residence, you must intend to live, work, and establish yourself economically in Ontario.
In this category, receiving a nomination from the Ontario government virtually guarantees the approval of permanent residence.
Eligibility requirements for the Employer Job Offer: In-Demand Skills Stream (Employer side)
- Your employer must have been in active business for at least three years prior to submitting your application.
- The facility where the applicant works must be located within Ontario.
- The company must comply with the province’s employment, hygiene management, safety, and legal regulations.
- If working in the Greater Toronto Area (Toronto, Durham, Halton, York, Peel regions), the employer must have a minimum annual revenue of $1,000,000 immediately prior to the application, and the workplace must have at least 5 full-time employees who are Canadian citizens or permanent residents (PR holders).
- If working outside the Greater Toronto Area, the employer must have a minimum annual revenue of $500,000 immediately prior to the application, and the workplace must have at least 3 full-time employees who are Canadian citizens or permanent residents (PR holders).
- For applicants residing outside Canada or outside Ontario, the employer must have previously conducted recruitment efforts for Canadian citizens or permanent residents before offering the position.
- Before applying, the employer must submit a Pre-screen Application and receive approval; once approved, the full application must be submitted within 60 days.
Application process for the Employer Job Offer: In-Demand Skills Stream
01Register on the OINP e-Filing Portal
Applicants must register their profile on the OINP e-Filing Portal.
02Apply online for the Ontario Immigration Nominee Program (OINP)
Applications must be submitted to OINP within 14 days of registration. The application fee for the Greater Toronto Area is $2,000, while the fee for areas outside the Greater Toronto Area is $1,500.
03Receive a Nomination Certificate
Once the review at the OINP processing office is complete, the applicant will receive the results. Passing the review is referred to as being nominated.
04Apply for permanent residence to IRCC
After being nominated, the applicant must submit their permanent residence application online to IRCC within six months.
05Review by IRCC
After the review is completed by IRCC, the applicant will receive a letter called the Confirmation of Permanent Resident (CoPR).
06Landing
Applicants from outside Canada will enter Canada with their Confirmation of Permanent Resident (CoPR). Applicants from within Canada can complete the landing process online.
07Receive your Permanent Resident (PR) card
Your PR card will be delivered to the designated address within Canada within a few months.
