Permanent Residence After a Five-Year Review: Immigrating to Canada Through the Self-Employed Persons Program in the Cultural and Artistic Field|Ms. T
Date Posted:February 23, 2026

Ms. T applied from Japan, with no Canadian status, under the cultural and artistic stream of Canada’s Self-Employed Persons Program. The programme is currently closed to new applications, and processing times are now shown as more than ten years. In this case the review ran longer than originally anticipated but was ultimately completed, and permanent residence was granted.
They responded carefully every time we had additional questions or needed documents checked, so on the procedural side we could proceed with confidence!

Key Points from the Consultant
The Self-Employed Persons Class is a permanent residence category open only to notable people who support themselves in the cultural and artistic field or in athletics, and it is a category we handle rarely.
We knew from the outset that the review averaged six years, so at the first consultation we also proposed waiting out the review in Canada as a student rather than in Japan. Work was too busy for studying, so Ms. T chose to wait in Japan.
In the event, the review finished a little sooner than the six years originally expected — but during the wait the family grew, and there were repeated checks on whether the situation of "supporting oneself in the cultural and artistic field" had changed. Each time we submitted a large volume of documents to the immigration authority, and she always responded quickly and positively.
The Self-Employed Persons Class is currently closed to new applications, and the immigration authority’s website now shows processing times of more than ten years. Against that backdrop, this review was completed in five years — long, but I consider her one of the fortunate ones.
The family will be coming to Canada now, and I hope they take to life here. Congratulations.

Client Comments
Why did you decide to immigrate to Canada?
It began with wanting to give ourselves and our child as many options as possible amid today’s unstable international situation. Taking our East Asian background into account, we weighed the climate, ease of living, diversity, cultural familiarity and the realistic difficulty of obtaining a visa, and chose Canada. Other countries were candidates too, but in the end we feel we were right to choose Canada.
What made you choose Shiraishi VisaJP Canada?
We considered several consultants, but the main reasons were Shiraishi VisaJP Canada’s many years of experience, which gave us confidence, and the sense of trust that came from their regular sharing of information. In the first consultation they showed us a positive and concrete path forward, and that made us decide to go with them.
What was the most memorable part of the process?
We were applying from outside Canada, from Japan, under the Self-Employed Persons Program. After filing, the immigration authority’s backlog kept building, the anticipated processing time kept stretching, and in the end we waited for years. Through that period we had no clear outlook, and it was unsettling. At one point, while we happened to be visiting Canada, the immigration authority requested additional materials, and within a short deadline we hurried to prepare documents while contacting business partners and translation agencies and working closely with Shiraishi VisaJP Canada. We passed the review in the end, but perhaps because of the nature of our programme, parts of the process were opaque, and mentally it was a demanding few years.
How was your experience using Shiraishi VisaJP Canada’s services?
From the very first consultation they set out not only the chances of success but also the risks and the alternatives if it did not work out, which let us picture the process concretely as we went. (There were certainly moments when we were at the mercy of the immigration authority.) They responded carefully every time we had additional questions or needed documents checked, and on the procedural side I feel we could proceed with confidence.
Future outlook and a message for those planning to travel to Canada
Canada’s permanent residence and visa systems change over relatively short cycles depending on the policy of the moment. Life planning, on the other hand — building a career, learning a language — has to be mapped out over several years on the assumption of immigrating. That means holding to long-term direction while making repeated short-term course corrections as circumstances demand. It is not an easy road. As of 2026 the rules for international students and immigrants are tightening, and it may be hard to think about it the way you once could. Still, I feel it is important to understand your own skills and career objectively, consult a professional with expertise and credentials, and consider Plan B and Plan C as well.

I see obtaining permanent residence as only the starting line.
