What is the EEBC International Post-Graduate?
This stream is for individuals who have recently graduated with a master’s or doctoral degree from an eligible BC post-secondary institution, or who are PhD candidates at a public BC post-secondary institution, allowing them to apply for permanent residence.
This category integrates Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry system with the BC Provincial Nominee Program (BCPNP), offering a faster processing time compared to the standard International Post-Graduate Stream.
Eligibility requirements for the EEBC International Post-Graduate Stream
To use the Express Entry system, you must meet the eligibility criteria for at least one of the federal programs: the Federal Skilled Worker Program (FSW), the Canadian Experience Class (CEC), or the Federal Skilled Trades Program (FST).
Educational background
- You must have completed a degree from a public university or graduate school in Canada, or a diploma or certificate from a public college after completing a program of at least 8 months. If co-op or internship makes up more than 25% of the program, the program is not eligible.
- You must apply within 3 years of obtaining your degree, diploma, or certificate.
- At least 50% of your program must have been completed in Canada. Programs completed through distance learning (either abroad or within Canada) are not eligible.
Eligible master’s level program
The following graduate programs are eligible for the International Post-Graduate Stream. For PhD programs, there are no restrictions on the field of study. Language proficiency
To be eligible, applicants must have scored at least CLB4 on an approved English or French language test taken within two years of their application. Applicants must also meet the minimum language requirements for Express Entry.

In this category, receiving a nomination from the BC provincial government to IRCC significantly increases the chances of obtaining permanent residence.
Application process for the EEBC International Post-Graduate Stream
01Register for Express Entry after meeting the minimum requirements for the EEBC International Post-Graduate Stream
Once you meet the eligibility criteria, you must create an online account and register your profile in the Express Entry system. Upon registration, you will receive a profile number. For more details, please refer to this link: Express Entry
02Register on the Skills Immigration Registration System (SIRS)
Applicants who meet the eligibility requirements must register their profile on SIRS. Once the profile is registered, a score out of 200 points will be calculated based on the information provided. The applicant will then be placed in the pool of candidates for selection.
03Receive an Invitation To Apply (ITA) from the BC provincial government
An Invitation To Apply (ITA) grants you the right to submit your application for BCPNP. Only after receiving an ITA can you submit your application to the BC provincial government. The BCPNP conducts regular draws, known as “drawings,” where candidates in the pool are selected based on their scores, with higher-ranking candidates receiving ITAs first. If you do not receive an ITA, you will remain in the selection pool for up to one year.
04Apply online for BCPNP
Once you receive an ITA, both the applicant and the employer must complete and submit the online application to the BCPNP processing office within 30 days.
05Receive a nomination from the province
Once the review at the BCPNP processing office is complete, the applicant will receive the results. Passing the review is referred to as being nominated.
06Your profile will be updated
Once nominated by the province, your profile in the IRCC’s Express Entry system will be automatically updated, and 600 points will be added to your profile.
07Receive an Invitation To Apply (ITA) from IRCC
An ITA is the right to submit a permanent residence application, and only after receiving the ITA can you submit your application. IRCC conducts regular selections called “drawings,” where ITAs are issued to candidates with the highest points in the pool. If you do not receive an ITA, you will remain in the selection pool for up to one year.
08Submit a permanent residence application to IRCC
If the applicant has received an ITA, they must submit their online permanent residence application to IRCC within 60 days of receiving the nomination.
09Review by IRCC
After the permanent residence application is submitted and reviewed by IRCC, the applicant will receive a letter called the Confirmation of Permanent Resident (CoPR), indicating the completion of the review process.
10Landing
Applicants from outside Canada will enter Canada with their Confirmation of Permanent Resident (CoPR). Applicants from within Canada can complete the landing process online.
11Receive your Permanent Resident (PR) card
Your PR card will be delivered to the designated address within Canada within a few months.
If multiple applicants are applying under the same employer simultaneously or if the applicant has dependents, please contact Visa JP Canada in advance.
