Provincial Nominee Programs to Expand Significantly in 2026

In December 2025, the Government of British Columbia announced its 2026 nomination allocation under the British Columbia Provincial Nominee Program (BCPNP).
With this announcement, British Columbia became the first province in Canada to officially disclose how many provincial nominations it will receive for 2026.

2026 Nomination Allocation for British Columbia: 5,254 Nominations

For 2026, the federal government has allocated 5,254 provincial nominations to British Columbia.
At first glance, this number may appear to represent an increase compared to previous years. However, a closer look shows that the situation is more complex.
British Columbia had formally requested 9,000 nominations for 2026, citing ongoing labour shortages and workforce needs across the province.
The final allocation represents less than 60% of what the province requested, making it significantly lower than provincial expectations.

Why Is This Considered More Restrictive Than It Appears?

To understand why this announcement is being viewed as restrictive, it is important to look back at 2025.
At the beginning of 2025, British Columbia was initially allocated 4,000 nominations.During the year, the province received two additional increases to its allocation.
As a result, British Columbia ended 2025 with a total of 6,214 nominations.

This means that when comparing actual totals:

  • 2025 final allocation: 6,214 nominations
  • 2026 announced allocation: 5,254 nominations

From this perspective, the 2026 allocation is lower than the total number of nominations available in 2025, which explains why many observers consider the new figure to be more restrictive.

Why the Situation May Still Change

Despite the lower-than-expected allocation, the Government of British Columbia has indicated that it will continue discussions with Immigration, Refugees and Citizenship Canada (IRCC) regarding its 2026 nomination numbers.
The province has also acknowledged the possibility that additional nomination allocations could be granted later in the year.
This approach would be consistent with what occurred in 2025, when British Columbia received extra nominations partway through the year.
For this reason, further increases in 2026 remain a realistic possibility.

Canada Continues to Emphasize Provincial Nominee Programs

At the national level, Canada continues to place strong emphasis on Provincial Nominee Programs.

According to Canada’s Immigration Levels Plan:

  • 2025 PNP admissions target (all provinces combined): approximately 55,000 permanent residents
  • 2026 PNP admissions target (all provinces combined): approximately 91,500 permanent residents

This represents a significant increase within a single year and signals that the federal government continues to prioritize province-led immigration selection.
In other words, while individual provinces may face tight nomination limits, the overall direction of Canadian immigration policy remains focused on selecting immigrants based on regional needs.
