What is the International Post-Graduate Stream?
This stream is for individuals who have recently graduated with a master’s or doctoral degree from an eligible BC post-secondary institution, or who are PhD candidates at a public BC post-secondary institution, allowing them to apply for permanent residence without a job offer.
Eligibility requirements for the International Graduate Stream (Applicant)
Educational background
- You must have completed a master’s or doctoral degree from a public graduate school in BC within the last 3 years, or be a PhD student or have received admission to a PhD program.
Eligible master’s level program
The following graduate programs are eligible for the International Graduate Stream. For PhD programs, there are no restrictions on the field of study. To view the list of eligible schools and programs for master’s degrees, please refer to this link: BC PNP IPG Programs of Study in Eligible Fields

Language proficiency
To be eligible, applicants must have scored at least CLB4 on an approved English or French language test taken within two years of their application.

Job offer
- You must be currently employed in BC or have a valid job offer from a BC employer.
- The job must be in a skilled occupation classified under NOC skill level 1, 2, or 3.
Applicable skill levels (TEER)
Skill levels are defined within Canada’s National Occupational Classification (NOC) as follows:
Skill level 1 | Typically requires a university or graduate-level degree |

Skill level 2 | Typically requires a college diploma or over two years of apprenticeship training; applicable to skilled trades and mid-level management roles |
Skill level 3 | Typically requires a college diploma, less than two years of apprenticeship training, or more than six months of practical on-the-job training |
Intention to live in British Columbia
You must demonstrate that you have the intent to live, work and economically establish in BC.
In this category, receiving a nomination from the BC provincial government to IRCC significantly increases the chances of obtaining permanent residence.
Application process for the International Post-Graduate Stream
01Apply online for the BCPNP
Applicants who meet the eligibility requirements for the International Post-Graduate Stream under BCPNP must submit the online application.
02Receiving a Nomination Certificate
Once the review at the BCPNP processing office is complete, the applicant will receive the results. Passing the review is referred to as being nominated.
03Apply for permanent residence to IRCC
After being nominated, the applicant must submit their permanent residence application online to IRCC within six months.
04Review by IRCC
After the review is completed by IRCC, the applicant will receive a letter called the Confirmation of Permanent Resident (CoPR).
05Landing
Applicants from outside Canada will enter Canada with their Confirmation of Permanent Resident (CoPR). Applicants from within Canada can complete the landing process online.
06Receive your Permanent Resident (PR) card
Your PR card will be delivered to the designated address within Canada within a few months.
After graduating from a Canadian university or graduate school, you can obtain a Post-Graduation Work Permit (PGWP) valid for 1 to 3 years. This allows you to work in Canada while waiting for your permanent residence application to be processed. If your PGWP expires during the application process but you already have a job offer and have received a provincial nomination from BC, you may be eligible to extend your PGWP.
