What is the International Post-Graduate Stream?
This stream is for individuals who have recently graduated with a master’s or doctoral degree from an eligible BC post-secondary institution, or who are PhD candidates at a public BC post-secondary institution, allowing them to apply for permanent residence without a job offer.
Eligibility Requirements for the EI Base Stream
Personal Eligibility Requirements
- Net assets of at least $600,000.
- Experience in business and/or management; if there is no business experience, a qualification equivalent to a two-year college diploma is required.
- Applicants must be lawfully admitted to their country of residence.
- Applicants must have, or be eligible for, legal immigrant status in Canada.
- Applicants must have achieved a minimum language proficiency score of CLB4 on an approved English or French language test taken within the last two years.

Business, Employment, and Investment Requirements
- Establish a qualifying new business or purchase and improve an existing business.
- Make a qualifying personal investment of at least $200,000.
- Hire at least one full-time Canadian citizen or permanent resident for a new position.
- Own at least one-third (33.33%) of the business’s equity.
- You must be actively involved in the daily management of the business; passive investment is not acceptable.
- Within the past 10 years, you must have at least 3 years of experience as a business owner or manager, 4 years as a senior manager, or 1 year as a business manager plus 2 years as a senior manager.
- A suitable background in business management, including work and educational experience, is required.
- The total personal capital that you have lawfully obtained and maintained must be at least $600,000.
- You must possess sufficient personal funds to carry out your business proposal.
- You must agree to the BC performance agreement and only formally apply for immigration once it is confirmed that the business is operating successfully in accordance with these conditions.
In this category, receiving a nomination from the BC provincial government to IRCC almost guarantees the acquisition of permanent residence.
Application process for the EI Base Stream
01Preparation of a Business Proposal
You are required to prepare an outstanding business proposal that aligns with BC’s economic needs. Sufficient research is necessary to determine what type of business to propose and which region in BC is the most suitable for that business.
02Registration of the Business Proposal
Create a profile and complete the registration online via BCPNP. This includes submitting a brief business concept. A non-refundable registration fee of $300 applies.
03Obtaining a Work Visa (Employer-Specific Work Permit)
Once your application to BCPNP is approved, you will receive a support letter for the work visa (employer-specific work permit) application. You must use this letter to apply for your work permit with IRCC within 90 days. After obtaining the work permit, you must arrive in BC within 12 months.
04Launching Your Business
Upon arrival in BC, you are granted a maximum grace period of 20 months to launch your business. Within this period, you must commence operations based on your submitted business plan and actively manage your business. You are also required to meet all performance expectations outlined in the signed performance agreement.
05Receiving a Nomination from the Province
To receive a nomination, you must prove that you have met the conditions outlined in the performance agreement. To do so, you need to submit a final report to BCPNP within 18 to 20 months of your arrival in BC. Additionally, you must submit proof of language proficiency with a score of at least CLB4.
06Provincial Evaluation
The province will review and evaluate your final report. If it is determined that you have met the conditions of the performance agreement, you will sign the Conditions of Nomination declaration.
07Apply for Permanent Residence to IRCC
Once you sign the Conditions of Nomination declaration, a confirmation of nomination is issued. After that, you must submit your permanent residence application to IRCC.
08IRCC Review
After your permanent residence application is submitted and reviewed by IRCC, you will receive a Confirmation of Permanent Resident (CoPR) letter, signifying the completion of the review process.
09Receive Your PR Card
After landing, your PR card will be delivered to your designated Canadian address within a few months.
