On April 23, 2026, the British Columbia Provincial Nominee Program (BC PNP) announced significant updates to its program.The BC PNP has delivered strong economic outcomes for the province and has been updated to support B.C.’s “Look West” strategy. This strategy places renewed focus on attracting top talent and addressing critical labour market needs.
Three Core Objectives and Regional Prioritization
The updates are guided by three core objectives:
- Care — Strengthening healthcare and other care-related services
- Build — Supporting the delivery of infrastructure and major projects
- Innovate — Advancing innovation to drive long-term economic growth
These changes are expected to benefit all regions of British Columbia. At least 35% of all nominations will be allocated to candidates working outside the Metro Vancouver area.
Care Sector Priority Occupations
The BC PNP will prioritize skilled workers who support public services and community well-being. This includes 36 in-demand occupations in healthcare, education, childcare, and veterinary care.
The Health Authority stream will continue to nominate qualified healthcare professionals who deliver direct medical services within B.C.’s public health system. In addition, select healthcare occupations in the broader health sector will also remain eligible.
Priority will also be given to early childhood educators, veterinarians, and veterinary technologists who are working toward Canadian certification.
The program will further utilize additional federal allocations to support francophone immigration by prioritizing French-speaking teachers working in B.C.’s public K-12 school system.

Note
- For the purposes of the BC PNP, only registered health care assistants/aides are eligible under NOC 33102. To receive a targeted invitation to apply, workers in NOC 33102 must be registered with the BC Care Aide & Community Health Worker Registry.
- 1 To receive a targeted invitation to apply, French-speaking teachers (NOC 41220 or 41221) employed in B.C.’s public K-12 system must have a CLB 5 or higher in French.
- 2 To receive a targeted invitation to apply, workers in NOC 42202 must have an Early Childhood Education (ECE) One Year or Five Year Certificate.
Temporary Time-Limited Initiative
The BC PNP will introduce a one-time, time-limited initiative to retain up to 250 workers currently employed by health authorities in rural or remote communities in cleaning or security roles, provided they meet program criteria.
This initiative is expected to open in June 2026 through the BC PNP’s Expression of Interest (EOI) system. Further details will be announced prior to launch.

To support construction and major infrastructure projects, the BC PNP will prioritize certified workers in nine key in-demand skilled trades.

- To receive a targeted invitation to apply, workers in construction trades must have a valid trade certificate issued by SkilledTradesBC which corresponds with the job they have been offered.
Innovate Sector High Economic Impact Talent
Attracting top talent across all sectors remains essential to driving innovation and long-term economic growth in British Columbia.
The BC PNP will continue issuing Invitations to Apply (ITAs) to candidates who demonstrate high economic impact, enabling highly qualified professionals and entrepreneurs to contribute to the province’s growth under the Look West strategy.
Other Major Program Changes
Several important changes have been introduced:
ELSS Stream Closure
The Entry Level and Semi Skilled (ELSS) stream officially closed on December 10, 2024. Applicants are encouraged to explore alternative immigration pathways.
International Student Stream Suspension
International graduates must apply through existing BC PNP streams. Completion of studies in B.C. or Canada will continue to provide additional points.
Priority Technology Occupation Draw End
The final tech draw took place on December 3, 2024. Moving forward, targeted invitations will focus on high economic impact candidates across all sectors, including technology.All previously listed tech occupations remain eligible.
Priority and Ineligible Occupation List Updates
Healthcare and construction priority occupations have been updated. The list of ineligible occupations and employers has also been expanded to maintain program integrity and ensure opportunities for B.C. residents.

Strong Program Outcomes and Future Outlook
Since 2022, the BC PNP has shifted toward a more strategic selection approach aligned with government priorities. The program has nominated:
