Employer Job Offer: International Student Stream
This stream provides international students who have received a job offer in a skilled occupation with the opportunity to apply for permanent residence and work in Ontario. At the time of application, the applicant may be either inside or outside Canada.
Eligibility requirements for the Employer Job Offer: International Student Stream (Applicant Side)
Educational Background
- You must prove you have obtained one of the following eligible credentials from an eligible public college, university or graduate school in Canada:
- an undergraduate degree or diploma that takes at least two years if pursued on a full-time basis from an eligible Canadian institution
- a graduate degree or diploma that takes at least one year if pursued on a full-time basis from an eligible Canadian institution
- a college graduate certificate that takes at least one year to complete if pursued on a full-time basis from an eligible Ontario institution
- a university graduate certificate that takes at least one year to complete if pursued on a full-time basis from an eligible Ontario institution
- You must prove that more than half of the requirements necessary to obtain your credential were obtained while living and studying in Canada.
- Your application must be submitted within two years of graduation.
- No work experience is required.
Job Offer
- You must have a full-time, permanent job offer from an employer in Ontario for a minimum of 1,560 hours a year and a minimum of 30 hours of paid work per week. Permanent means an employment contract with no end date.
- The pay of the job offered must meet or be higher than the low wage level, for that occupation, in the specific region of Ontario where you will be working.
- The position offered must be urgently necessary to your employer’s business.
- If your job offer is for an occupation that requires a mandatory licence or other authorization in Ontario, you must hold a valid licence or authorization from the appropriate regulatory body in Ontario when you apply.
- The job offered must be in a skilled occupation at TEER Category 0, 1, 2 or 3 of the National Occupation Classification (NOC).
- The work location of the job offer must be in Ontario.
- Self-employed applicants cannot apply under this stream.
Applicable Skill Levels (TEER)
The skill levels are specified within the National Occupational Classification (NOC) as follows:

Language proficiency
The applicant must have achieved a CLB 4 or higher on an approved English or French language test, taken within two years of their application.

Work based in Ontario
The applicant and their family members must not hold 10% or more of the employer’s shares.
Legal status in Canada
If you are applying from within Canada, you must have legal status (a visitor record, study permit, or work permit) at the time you apply and should maintain that status until the time of nomination. However, this requirement does not apply if the application is being made from outside Canada.
Intention to live in Ontario
Once you obtain permanent residence, you are required to demonstrate a genuine intention to live, work, and become economically established in Ontario.
In this category, receiving a nomination from the Ontario provincial government to IRCC nearly guarantees permanent residence.
Eligibility requirements for the Employer Job Offer: International Student Stream (Employer Side)
- Your employer must have been in active business for at least three years prior to submitting your application.
- The business premises where the applicant will work must be located in Ontario.
- Your employer must have no outstanding orders made against them under the Ontario Employment Standards Act, 2000 or the Occupational Health and Safety Act.
- Your employer must have a minimum of $1,000,000 in total gross annual revenue if you will work or report to work at a location in the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions). If you will work at a location in the Greater Toronto Area (GTA), your employer must have at least 5 full-time employees who are Canadian citizens or permanent residents.
- Your employer must have a minimum of $500,000 in total gross annual revenue if you will work or report to work at a location outside the Greater Toronto Area. If you will work at a location outside the Greater Toronto Area, your employer must have at least 3 full-time employees who are Canadian citizens or permanent residents.
- For applicants residing outside Canada or outside Ontario, your employer must have previously conducted recruitment efforts for Canadian citizens or permanent residents before offering the position.
- Your employer must submit the job offer through the Employer Portal.
Application process for the Employer Job Offer: International Student Stream
01Employer registers the job offer on the OINP Employer Portal
Before the applicant can register an Expression of Interest (EOI), the employer must register the job offer on the OINP Employer Portal. Once the job offer is registered, a Job Offer ID will be issued.
02Register an Expression of Interest on the OINP e-Filing Portal
Using the Job Offer ID issued in step 01, the applicant must register an Expression of Interest within 30 days. A score (out of 200 points) is calculated based on the registered profile, and the profile is placed in the candidate pool.
03Receive an Invitation to Apply (ITA)
An Invitation to Apply (ITA) is an invitation to apply to the OINP; you can submit your application documents to the OINP only after receiving one. The OINP holds regular selection rounds called draws, and ITAs are issued to the highest-scoring candidates in the pool. If you do not receive an ITA, your profile remains in the pool for up to one year.
04Apply online for the Ontario Immigrant Nominee Program (OINP)
After receiving an Invitation to Apply, the employer must complete their online application within 14 days and the applicant within 17 days, submitting to the OINP processing office. The applicant cannot submit their own application until the employer has completed theirs.
05Receive a Nomination Certificate
Once the OINP processing office completes its review, the applicant will be notified of the result. Being approved is referred to as receiving a nomination.
06Apply for permanent residence to IRCC
Within six months of being nominated, the applicant must submit an online application for permanent residence (Provincial Nominee Class) to IRCC.
07Review by IRCC
Once the permanent residence application has been submitted and IRCC has completed its review, a letter called the Confirmation of Permanent Residence (CoPR) is issued to the applicant, and the review of the permanent residence application is complete.
08Landing
Once the permanent residence application is approved, applicants inside Canada will be able to download their CoPR (virtual landing), and their status becomes permanent resident the moment they download it. Applicants outside Canada must complete the procedure to receive their CoPR by mail and must arrive in Canada before their visa expires.
09Receive your Permanent Resident (PR) card
Your PR card will be delivered to your designated address in Canada a few months after landing.
